Board of Commissioners & Administration

Public Hospital District No. 2, Snohomish County

The district is governed by a board of five elected commissioners, each elected for a term of six years by the registered voters in the district. The terms of the commissioners are staggered to expire in alternate years.

Fred P. Langer, President

Mr. LangerMr. Langer is a nurse attorney whose educational credentials include a BS in nursing from the University of Utah and a BS in health planning & administration from Penn State University, as well as a juris doctor (cum laude) at Seattle University. He is married and has two boys who were born at Stevens Hospital. Mr. Langer is the managing partner of the law firm of Nelson Langer Nelson, PLLC. Kimberly Cole, member

Kimberly ColeMs. Cole grew up locally and lives in Lynnwood. She served the community as a Washington State Registered Counselor, certified health educator and interventionist for over six years. With a BS in Business, Ms. Cole worked in managed care until 2006, including work for Medicare, Medicaid, and Basic Health programs. In 2006 she began her work in local politics with several local legislators within the hospital district, and is currently a legislative aide in the office of the Snohomish County Council. She is Rule Nine certified via Seattle University School of Law where she is completing her final year of Law School and independent parent to Aidan Cole, the first boy born at Stevens Hospital in 2004. Charles (Chuck) D. Day, member

Mr. DayMr. Day was appointed to the commission in December 2004 by the board of commissioners when the number of commissioners was expanded from three to five. A 33-year resident of Edmonds and experienced accounting professional, his experience includes positions with Ernst & Ernst (now Ernst & Young), where he participated on Medicare audits for hospitals and extended care facilities; more than 15 years at the University of Washington including operational and financial audits of such units as the Schools of Medicine and Dentistry and the UW Hospital; and accounting department manager for the City of Edmonds. Mr. Day is a graduate of Seattle University and has been active in community and professional associations for many years. Mr. Day is serving his first term, which will expire in 2011. Deana Knutsen, member

Ms. KnutsenMs. Knutsen has lived in the community for more than 20 years and her three children were born at Stevens Hospital. She has been co-chair of the Washington Citizen Action organization and has had a successful track record of advocacy for patients’ rights and affordable, high quality health care. She was instrumental in winning passage of a bill of rights for nursing home patients in the Washington. Her education is a BA, University of Washington, 1980. Bruce Williams, MD, FACP, member

Bruce Williams, MDDr. Bruce Williams is a board certified physician and Fellow of the American College of Physicians who practices internal medicine in Edmonds. Dr. Williams has been a member of the National Health Service Corps, U.S. Public Health Service, which helps to expand access to health services and improve the health of people who live in urban and rural areas where healthcare is scarce. In addition, he worked for the Harvard Community Health Plan and was on the clinical faculty of Harvard Medical School in Boston. Closer to home, Dr. Williams served on the Edmonds School Board for 10 years and chaired the Stevens Physician Hospital Organization (PHO) from 1992-1997.
